Controlling rule:
Source documents control over summaries. Personal accounts, filed facts, legal authority, inferences, and proposed reforms remain separately labeled.

Organize the material by source, not by accusation volume.
Medical Material
Treating records, examination reports, physician statements, care instructions, and identified omissions.
Financial Material
Statements, transaction records, account records, payment sources, audits, and allegations lacking transaction-level support.
Law-Enforcement Material
Incident reports, recordings, dispatch records, officer observations, and resulting actions.
Communications
Emails, text messages, letters, notices, and communications showing source, timing, and context.
Personal Account
Direct experience labeled by speaker and kept distinct from filed facts and third-party records.
Canonical-data rule
Enter each controlling fact once.
Dates, times, document titles, parties, source paths, and claim statuses must be stored once in the structured data files under /assets/data/.
Each page should use the stable record ID instead of recreating the same fact in multiple HTML files.

Every entry remains marked for current verification. The register is a research control and does not replace the current official text.
